What's with Disney releasing "Snow White" DVD's twice in 2009?
Are both editions super restored and enhanced, or just the "Diamond Edition"?

Dollars... Disney has had that title on moratorium for close to 10 years. The film is going to be "super restored" and it should be enhanced for widescreen TV's, which means that the movie will still be in 1.37:1 full frame, but it will automatically be centered on widescreen TVs, with black bars on the sides, not on the top and bottom, as usual.
They are re-releasing it in both formats. The Two Disc DVD is going to have some of the extras that will also be found on the Blu-ray edition, but the Blu-ray is only one DVD. This is known in the business as double dipping. Disney has done this with many titles in the past. They will release a barebones disc and then release a special edition a few months later. It's just to get you to purchase the title twice.
The fact all the extras that are on the 2 disc edition are not the same as the ones on the Blu-ray edition is almost criminal. I think Disney intends to release another Blu-ray of the 2 disc edition, as well. It's all about them trying to get you to purchase the same title twice, which is a sad business practice.
That being said, I expect to see Disney start releasing bare bones editions of their recently acquire Marvel Comics movies, with a special edition a few months down the road, advertised to contain special featuers not already seen or heard. What this means is that they have paid Tobey McGuire and/or Kirsten Dunst a lot of money to do commentary tracks. I think Sam Raimi already did one.
